What is DLT registration? Why is it needed?

DLT stands for Distributed Ledger Technology, Telecom Regulatory Authority of India, the TRAI has introduced DLT regulations recently (June 2020). They are nothing but the SMS guidelines brought in action to restrain UCC (Unsolicited Commercial Communication).

In the 1st phase to implement DLT regulations, the TRAI has made DLT registration mandatory for all entities who want to send SMS to their consumers as an organization with their header (Sender ID). And in the 2nd phase, the entities will also need to submit their SMS templates in both, the DLT portal & GOFRUGAL Alert portal. So that the Alert portal can pass along all the required parameters to DLT portals. And SMS must be sent in the same format as submitted on DLT & Alert Portal.

Currently, this entire DLT registration & Sender ID approval process is free but soon a non-refundable fee will be charged. i.e. INR 5900/- (processing fees might get added for some or all operators).

How to register yourself to do it?

In order to comply with the above explained, newly introduced TRAI regulation, all organizations must register on TRAI’s DLT system along with their details like Headers (Sender ID), Templates, and their consents…

Step #1: 

Entity registration: It includes details of KYC documents submission to complete the registration. Documents like…

    1) Business identity - PAN

    2) Business entity Address proof - GST / TAN / CIN

    3) Letter of Authorization - Co. authorizing the individual (format is available on the portal itself)

    4) Pay non-refundable registration fees of Rs. 5900/- (As of now you can skip this on the portal)

(TAN: Tax Deduction/Collection Account Number & CIN: Corporate Identification Number)

Once the KYC is done the organization will receive a unique Entity ID. 

 

Step #2:

Header (Sender ID) registration: Header name, Sender ID are technical synonyms for your brand name. Generally, messages are classified into three types: Promotional, Transactional & Service Explicit, and Service Implicit. Entities need to register all their headers on the platform. Every header gets a unique Header ID that is shared across other DLT platforms seamlessly.

(Note: SMS Header will be of the 6-digit header for Promotional messages. 6-alpha header for Transactional messages.)

Step #3: 

SMS Template Registration: Organisation/Entities must register their templates on the DLT portal. Once a template is created & registered, the entity retains the template ownership across all the operator’s platforms. (Note: Though registering with one operator's portal is sufficient to send messages, we recommend you to register with all operators to have better reachability of your SMS.)
